Azerbaijani net salary from gross — or the gross a target net requires — with all four deductions itemised: income tax, social insurance (DSMF), unemployment insurance and mandatory medical insurance, under both regimes: the non-oil private sector with its income-tax exemption, and the state and oil sector's classic ladder.

Four lines between gross and your card

Every Azerbaijani payslip is the same subtraction: income tax by sector regime, DSMF, half a percent of unemployment insurance, and medical insurance with its slope change at 8000. The regimes differ enough that the same 3000 AZN gross lands hundreds of manat apart between a bank and a ministry — which is exactly what the sector switch demonstrates.

The reverse direction answers the negotiation question — "what gross do I ask for to take home X" — and it is the direction people actually need in an interview. The disclaimer is not decoration: the private-sector exemption is a dated provision, and rates belong to the year they were legislated.

Why does the private sector pay so little income tax?

The 2019 reform: employees of non-oil private companies pay 0% income tax on monthly income up to 8000 AZN for a legislated transition period — the trade was bringing envelope salaries into the open. The state and oil sector kept the classic scale: 14% up to 2500, then 350 plus 25% of the excess.

What is the DSMF split about?

In the non-oil private sector the employee pays 3% of the first 200 AZN plus 10% of everything above — which is why DSMF, not income tax, is the biggest line on most private payslips. State-sector employees pay a flat 3%. Employers pay their own, larger share on top; this page shows the employee side a payslip shows.

Why does medical insurance change slope at 8000?

The contribution is 2% of income up to 8000 AZN and 0.5% of the part above — a cap in slope rather than a hard ceiling. Unemployment insurance stays a flat 0.5% throughout. Both entered force with the 2019–2021 reforms and apply to both sectors alike.

How exact is the net-to-gross direction?

Exact to the qəpik: the deduction ladder has kinks, so the tool inverts it numerically rather than with a naive percentage, and the answer round-trips — feed the gross back and the same net comes out. What it cannot know is your contract's extras: bonuses, benefits in kind and deductions by court order sit outside.
