Number to Words
Write any amount out in words — Azerbaijani, Russian or English — the way contracts, invoices and powers of attorney demand. Russian comes out grammatically right: одна тысяча, два миллиона, 21 рубль.
Where amounts-in-words still rule
Contracts, invoices, receipts and court filings across the region still require the amount written out — the words control if the figures are disputed, which is the whole point. A typo in digits is a keystroke; a typo in words is obvious, and that asymmetry is why the convention refuses to die.
Azerbaijani and English assemble mechanically. Russian is grammar all the way down, so its output here follows the rules a notary would apply — and the test suite pins those rules to real phrases, not to the code's own output.

Why is Russian the hard case?
Three reasons stacked: the counted noun takes one of three plural forms picked by the last two digits (1 рубль, 2 рубля, 5 рублей — but 11 рублей); 'one' and 'two' change gender with what they count (один рубль, одна тысяча); and thousands are feminine while millions are masculine. This tool implements all three rules, which is exactly what generic converters skip.
Why are the kopecks written in digits?
Notarial convention: the major amount in words, the minor in figures — 'сто манатов 45 гяпиков'. It is how banks and notaries in the region format amounts, and it keeps the line short enough for a payment order field.
How large an amount is supported?
Up to 999 999 999 999 — billions in every language. Larger figures are refused rather than mangled.
Does it handle 'one thousand' vs 'a thousand' style choices?
It always writes the explicit canonical form — min, одна тысяча, one thousand — because documents want the unambiguous spelling. Stylistic shortenings are for prose, and editing one word down is easier than arguing in court about what «мин» meant.
